About HealthPlanIndex
An independent publisher of county-level health insurance data. Not an insurer, not a government site.
HealthPlanIndex publishes county-level data on marketplace health insurance. That is the whole remit. We are not an insurance company, not a government agency, and not a comparison engine that quietly ranks by commission.
Why this site exists
Marketplace health insurance is priced and sold by county. Which insurers will sell to you, how many plans they offer between them, and what the benchmark plan costs are all local facts — and almost every article written about health insurance reports a national average instead, which is a number that applies to nobody.
The data to do better is public. It is just published as federal spreadsheets that most people will never open. We turn it into pages you can read.
What we publish
Every county figure comes from CMS Marketplace Open Enrollment Public Use Files and US Census Small Area Health Insurance Estimates, 2026 release. Every rule — the 400% subsidy limit, the 10.22% affordability test, the enrollment dates — is taken from the issuing document and cited on the page that uses it.
Where we stop
We publish data. We do not sell insurance, quote insurance, or advise you on your situation. Those are different activities requiring a license we do not hold.

Who writes it
HealthPlanIndex is written and maintained by a small independent team. We are not licensed insurance agents and we do not present ourselves as any reader's adviser.
You will notice we do not put a named "medically reviewed by" or "reviewed by a licensed agent" line on these pages. That is deliberate. No such reviewer is engaged, and a reviewer credit that names nobody checkable is worth less than nothing. If that changes we will name the person and their license number so you can verify them.
What we will not do
- Publish reviews or star ratings of insurers. We have no verified customer base to draw them from, and a review a publisher creates for itself is deceptive whatever it says.
- Rank insurers by what they pay. We do not rank insurers at all.
- Estimate a figure we do not have. Where a county is missing data we leave it out rather than modelling it.
- Sell your details. There is no form on this site.
